The bill had been championed by Texas Republican Senator Kay Bailey Hutchison, and the vote against it largely followed party lines. The House of Representatives had earlier passed a similar measure, but President Obama had threatened a veto.
The net neutrality rules still face a challenge in the form of a lawsuit brought by Verizon Communications.
