ZDNet: Speaking at a cybersecurity conference in London, UK foreign secretary William Hague offered seven guidelines for the Internet that he believes every government should follow. They include the following:

  1. Governments should act proportionately and “in accordance with international law.”
  2. Government should respect intellectual property and privacy.
  3. Everyone should be able to access the internet.
  4. Users should show tolerance and respect for diversity of ideas.
  5. Governments should ensure the internet stays open to innovation and the free flow of information.
  6. Countries should promote a competitive online environment.
  7. Countries should work together to fight cybercrime.

Many government officials and policy makers from various countries have been calling for a collection of “rules of the road” for the Internet.
