ZDNet: The European Commission has announced a formal investigation into Samsung's patent enforcement efforts. Specifically, the Commission will consider whether enforcing standards-essential patents "distorts competition" in the smartphone and mobile device markets. Samsung had previously promised the group that it would license the patents in question on fair, reasonable and non-discriminatory (FRAND) terms, but it later sought sales injunctions related to those patents.

In separate news, a German appeals court upheld a sales ban on the Samsung Galaxy 10.1 tablets. The court found that the Samsung device violated Apple's intellectual property rights. However, for now, Samsung is allowed to sell a redesigned version, the Galaxy 10.1N, in Germany.
