InformationWeek: The U.S. Department of Defense (DoD) has just released a 68-page guide called "Open Technology Development: Lessons Learned and Best Practices for Military Software." The document's stated goal is to "help U.S. government personnel and contractors implement open technology development (OTD) for software within government projects, particularly in defense."
The guide specifically advises developers to use open source technology whenever possible so that the military can update and revise the code themselves in order to deal with changing threats.
